K.C. Law College, Mumbai is organizing LexConcilio, a Modern Indian Parliamentary Style Debate Competition on November 12, 2022 and seeking registrations for the same.

ABOUT

LexConcilio is a Modern Indian Parliamentary Style Debate Competition on November 12, 2022. It is a holistic parliamentary environment set up for students to understand “The Law Making Process” and debate on the current issues faced by our country.

ELIGIBILITY

Students who are pursuing Degree/Postgraduate courses from any stream are eligible to participate.

GENERAL RULES

• The event will be held offline on Saturday, November 12, 2022.
• Participants are required to be present physically on the day of the event.
• Reporting time for the event is 08.30 a.m. sharp.
• The College with the maximum number of participants will have the option of forming the government.
• A coalition government will be formed by the Constitution Club of KC Law College from the Colleges with the highest registration.
• In the event that a College does not want to be a part of the
• Coalition Government, they will be made the opposition party.
• Each College has to pick one Team Leader. The team leader would have to submit the list of parliamentarians (participants) who will speak in the Session. The said list is to be submitted during the team leader meeting.
• Only the selected parliamentarians whose list is submitted to the organizer will be allowed to speak and will be awarded points by the judges.
• However, during the Zero Hour and the Question Hour, any and every participant can participate.
• TWO days after the registration is closed, i.e. on November 27, 2022, a meeting will be called with all the Team Leaders to brief them about the rules and format of the event.
• The organizers reserve the right to amend the rules at any point in time.
• Participants who are registering for Lex Concilio should join the WhatsApp group link given in the brochure as all communication to the Colleges will be through the WhatsApp group only. The link for the WhatsApp group is provided here.
• No accommodation for participants will be provided but assistance for the same will be provided.

Devoted to the study of comparative and international laws and legal systems, the Comparative Law e-Newsletter (CLN) is an open-access, peer-reviewed and refereed newsletter published bi-annually, with four Issues already released. It aims to encourage comparative legal studies in the transnational context of legal history, theory, philosophy, legal cultures, and traditions, by tracking the developments in the field across the world. The newsletter seeks works that are dynamic and interdisciplinary in nature with specific display of comprehensive knowledge on the subject matter.

They have already released four issues of the Comparative Law e-Newsletter covering the areas of Public Health Framework: Law and Society, Gender Inclusive Framework, Environmental Development and Labour and Modern Slavery: Framework on Social Security Laws through a comparative perspective.

THEME

Metaverse is a virtual world which transcends reality and has a very egocentric perspective of operation. This is a decentralized platform which together with AI is used to create an extended reality through machine vision. AI in Metaverse can be used for networking and blockchain. 

The role of Metaverse can be very extensive in nature where digital twins of natural persons can be used and smart cities can be formed as an interactive tool. These smart cities will be parallel to reality and can be used to socially interact with family and friends, from a manufacturing point of view it can be used as a digital interface between the manufacturer and consumers.

But it is also very important to tread carefully into the world of Metaverse as it still poses questions regarding the privacy of individuals and the application of common law in this decentralized environment. Hence, we have brought forth the theme: “Responsible AI for the decentralized environment of Metaverse”.

MNLU Mumbai and Department for Promotion of Industries and Internal Trade. Ministry of Commerce and Industry, GOI, are organizing an introductory workshop on Orphan Drugs Regime in India.

ABOUT

Department for Promotion of Industries and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India, launched a Scheme for Pedagogy & Research in IPRs for Holistic Education & Academia (SPRIHA) in the year 2016 under which IPR Chairs have been set up in the Maharashtra National Law University (MNLU) Mumbai.

RESEARCH

Public health and hospitals is primarily state subject. Stakeholder consultation with the State Governments requires an elaborate discussion. A fundamental challenge in research and development for the majority of rare diseases is that there is relatively little known about the pathophysiology or the natural history of
these diseases.

The challenge becomes even greater as rare diseases are chronic in nature, where long-term follow-up is particularly essential. As a result, rare diseases lack published data on long-term treatment outcomes and is often incompletely characterized. As India is still developing, there is a setback in regard to regulation and development in orphan disease research.

Recently, mobility is seen in terms of rare disease research in India. Different initiatives are in process which includes initiative from the regulatory side, initiatives from academic institutes, non- governmental organizations, and other related sectors. In the present scenario, there is a strong need for the assessment of the spectrum and burden of orphan diseases and awareness programs in mass regarding orphan diseases.

Strong policies and initiatives are needed from the government and academic and private institutions for orphan drug development. The revised National Policy for Rare Diseases (2021) makes mentions the need for the promotion of local development of drugs by pharmaceutical companies. The need legislative framework is evident which would strengthen the health infrastructure and provide relief to the numerous rare disease sufferers throughout the country.

India does not have a law on orphan drugs as yet but the draft rules released by the health ministry on a regulatory framework for clinical trials in India define orphan drugs as those intended to treat a condition that affects fewer than 200,000 people. Equally important is the fact that it is unclear whether orphan drugs can be subject to compulsory licenses.

Compulsory licenses are permitted under Article 31(5) of TRIPS and allow governments to circumvent patent rights on public health grounds by allowing generic manufacturers to produce and distribute the drug at a lower price, while fairly compensating the original rights-holder. The public health safety net, which is specifically designed to put the public’s health above commercial profits in times of dire need, is also maybe not applicable when the public needs it most.
