CALL FOR PAPERS: In pursuance of this year’s Constitution Day, research papers are invited on the following themes: 

  • Whether it is necessary to have a new post of separate specialized investigator in Police; 
  • Perception of police in the mind of ordinary people, and whether reform in the force is essential along with Reformation in Police governing laws. 

The themes provided are directory in nature; therefore authors are free to select any related topic based on the above-mentioned themes.

Two Best Papers shall be selected, winners of which will be awarded on the evening of 9th Annual International Conference scheduled on Law Day, 2020.

About Fellowship

The fellowship goal is to broaden the understanding of the fellows on climate change communication and enhance their skills to produce multimedia stories across a variety of digital platforms. This is a fully online program. The fellows will get to interact with a number of climate science, policy and communication experts. They will be mentored by senior journalists and their performances will be assessed on the basis of stories, involving original production and reporting from the Himalayan region.

Overall, this Media Fellowship program intends to create a Himalayan collective of climate change communicators, who in the long term, collaborate to amplify the environmental concerns and solutions, related to this very vital and vulnerable ecosystem.

Eligibility

  • Any professional with minimum 3 years of work experience, working with a regional or national media organization or independently.
  • Preferably (not necessarily) located in the Himalayan region. The fellowship intends to encourage applicants representing ethnic minority groups, indigenous groups, and women, individuals under 30 years of age, and people with disabilities.
  • Is a citizen of India, Nepal, or Bhutan
  • Engaged in reporting on Himalayan ecosystems
  • Proficient (spoken and written) in English or Hindi language

Selection

Applicants will appear for a one-on-one interview with the selection committee. They will be shortlisted on the basis of the following submissions –

  • Two by-lined samples of environmental reporting, preferably from new media- digital, radio and television. Regional language entries should be submitted with a summary in English.
  • A letter of consent from your media organization to participate in the program. 
  • A Statement of Purpose (SoP), delivered through a two-minute video, explaining your motivation to apply for the fellowship.

Expectations

  • Training will be imparted through a virtually designed Learning Management System. 4G connectivity and standard laptop/desktop are essential pre-requisites for applying for this fellowship.
  • Fellows will need to devote minimum of 4-5 hours per week to attend live classes and one-to-one sessions with assigned mentors.
  • Additionally, they will be required to commit time to produce and submit multimedia stories (number of stories to be pre-fixed at the start of the fellowship) within stipulated deadlines. Fellows will receive a small stipend to support the production of these stories.
  • All stories produced under the fellowship will be licensed under Creative Commons Attribution- No Derivatives 4.0 International. Fellows will be free to self-publish their stories or get it published first (commercially or pro-bono) on any credible media platform of their choice.

The Delhi High Court recently held that students shall have the choice to give exams.

The central government had earlier announced that the universities and colleges across the country are required to complete the final semester exams for the final year undergraduate and postgraduate students by the end of September 2020. The colleges would be provided with the option of completing the exams online, offline, or in both the modes as per the convenience of the students.

In its general meeting on October 5, BCI said its circulars and press releases had “clearly spelled out that no physical exams were to be held till physical reopening of colleges, which should only re-open after the crisis of pandemic is averted”.

The directions were also issued to promote all students except those in the final year to ensure that classes for the next academic year would begin, it added. Promoting intermediate students were regularized by adding a clause that exams should be held within a month of re-opening of colleges, BCI has clarified.

Prodyut Bhattacharya, the controller of examinations at IP University, said “we will wait for now as there is a court hearing on October 21 where our counsel would place the university’s view.”

The university had a plan to start the exams on November 2, “which would have been better as otherwise students will have to sit for two semesters exams in December”, he said, “We had decided on a two hour exam as an arrangement for the Covid- 19 precautions.”

On 21st October 2020, Justice Nath acknowledged that a situation of  back logging of exams can be there if postponed whereas the petitioners have assured the students would be willing to give 10-15 exams. Directions have been given to the students whether to give exams on 2nd November or later when the reappear exams are to be given.

Operative part to remove any confusion:-

  1. Students shall have the choice to give exams any of the two exams. It is pertinent to note that the first chance is in the lieu of the desire of the students who wish to write exams commencing from 2nd November 2020 and second alternative is given in the light of the BCI Communication/ Clarification where the exams will be held post 1 month of the Physical reopening of the college.
  2. There shall lie no penal consequence for those students who wish to miss the exam commencing from 2nd November 2020, but they have to give exams post the physical reopening of the colleges.(No student is exempted from giving exams, rather it’s a choice left for the students whether to give it now or later)
  3. The mode for the exams commencing from 2nd November 2020 shall be physical and shall be in the home institution which shall have 3 questions and will be of 2 hours.

Also, it has been submitted in the petition that the students are comfortable to have 2-3 semester examination together later on who skips this exam and have no objection for the same. Thus, no matter how many exams will be lined up in the future the students shall have to give exams.

Offset dilution in defence, a flawed policy turn- Wednesday, October 21, 2020
