Project 39A (hereinafter ‘P39A’) draws inspiration from Article 39-A in the Indian Constitution on
equal justice and signals the broadening of our work on the criminal justice system in India. We
undertake litigation, research and outreach relating to forensics, torture, legal aid, mental health
and criminal justice, and death penalty

About the Job Opportunity

The National Law University, Delhi through Project 39A (P39A) is seeking to engage, on a contractual basis, one Associate-Research (Legal Aid) at its campus in Dwarka, New Delhi.

The contract will be for one year initially and can be extended on an annual basis at the discretion of the University. The Associate will be responsible for working on research related to legal aid carried out by P39A.

The Role

About the role: Access to effective legal aid is an integral element of securing procedural guarantees for individuals within the criminal justice system and protecting vulnerable communities from the excesses of the system. However, the quality of legal representation and support to persons in custody in the current system of state-sponsored legal aid leaves much to be desired.

The legal aid team at Project 39A seeks to combine in-depth empirical research with on-ground interventions to strengthen access to and quality of legal aid as an element of the right to a fair trial.

Interventions are grounded in a rigorous empirical analysis of the functioning of the system, with a regular assessment to ensure their continued efficacy. The team also engages in training and capacity building of lawyers and paralegal volunteers towards securing widespread and effective reform of the system.

Towards this goal the Associate will be expected to undertake the following responsibilities:

Responsibilities

  • Contribute to developing and implementing research projects that align with P39A’s strategic goals;
  • Undertake fieldwork for the purposes of the project, including interviewing prisoners, police personnel and functionaries in various State and District Legal Services Authorities;
  • Collate, analyse and publish findings of the fieldwork and interventions;
  • Contributing to assessments of on ground interventions towards evaluating their efficacy and engaging with the quantitative and qualitative data emerging from such interventions;
  • Undertake high quality academic writing on relevant themes;
  • Designing and implementing training curriculum for various stakeholders;
  • Engaging with functionaries of state legal aid institutions on strategic reform efforts;
  • Present the work of P39A at appropriate forums;
  • Participate in and contribute to the overall research efforts at P39A;
  • Undertake administrative or any other work that may be necessary to further the aims of P39A.

Qualifications

  • Graduate with an LLB degree.
  • Candidates with an LL.M and a demonstrable interest in access to justice issues will be preferred.
  • Basic knowledge about the Indian criminal justice system would be desirable.
  • This is a full-time position based in Delhi.

Compensation

The compensation will be commensurate with experience and qualifications.

About the Internship

The Programme would be a 3 weeks programme.

The interns would be required to spend internship with the M.P. State Legal Services Authority Jabalpur or District Legal Services Authority of their choice, be it their home district or district in which their law college falls or any other district of their choice.

Responsibilities of the Intern

  • Visit a Central Jail or Sub Jail for one day in the District;
  • Visit an Observation Home/Juvenile Justice Board for one day;
  • Visit Child Welfare Committee and Children’s Home for one day;
  • Visit a home for senior citizens for one day;
  • Visit a Mental health Establishment/drug de-addiction centre for one day;
  • Visit the District Courts including Magisterial, Sessions and Civil Courts for one day;
  • Attend a legal literacy/legal awareness programme in the district for one or two days;
  • Watch the mediation proceedings at Mediation/ADR centre and LokAdalat/Permanent LokAdalat for one day;
  • Visit a legal literacy club in a school/legal services clinic in a college and/or in community, etc. for one day.
  • Spend the remaining days in the office of the MP State Legal Services Authority Jabalpur or District Legal Services Authority for observing the working of Front office and other activities of SLSA/DLSA.

The interns would be required to make their own boarding and lodging arrangements as well as for local travel both within the district to which they are attached for the internship.

Certificate

At the end of the internship programme, certificates would be distributed to the law interns who successfully complete the programme and submit a report regarding internship.

The NITI Aayog Internship

NITI Aayog (National Institution for Transforming India), Government of India had initiated an Internship Scheme in 2015. This Scheme seeks to engage students pursuing UG/Graduate/PG Degrees or Research Scholars enrolled in recognized universities/Institutions within India or abroad.

About the Internship Scheme

The interns shall be given exposure to various Verticals/Divisions/Units within NITI Aayog and would be expected to supplement the process of analysis within NITI Aayog through empirical collection and collation of in-house and other information.

Duration of Internship

At least 6 (Six) weeks but not exceeding 6 (Six) months.

Interns not completing the requisite period will not be issued any certificate.

Eligibility

Bonafide students of any recognized University/ Institution within India or abroad, fulfilling the following conditions are eligible to apply for the internship:

  • UG students, having completed/appeared in the term-end exams of 2nd year/4th semester of the bachelor degree course and secured not less than 85% or equivalent marks in 12th class.
  • Graduate students having completed/appeared in the term-end exams of first-year/2nd semester of their post-graduate program or persuing research/PhD and secured not less than 70% or equivalent marks in Graduation.
  • The students who have appeared in the final exam or just completed Graduation/PG and waiting for admission for higher studies may also be considered for internship provided that they have secured 70% or more cumulative marks in all the years/semesters of their graduation/ post-graduation till the date of application.
  • The period between the month of declaration of result of the final exam and the desired month of the internship should not exceed 6 (Six) months e.g. if the result is declared in the month of June then he/she can apply for the internship beginning till the month of December.

Procedure to Apply

  • The interested applicants may apply online only on the website of NITI Aayog by the 10th of February, 2022.
  • The application can only be made six months in advance but not later than 2 months before the month in which the internship is desired.
  • Applicants must also clearly indicate the area of interest.
  • Please Note: A candidate can apply for an internship only once during a financial year.
  • The selected applicant has to produce original mark sheets and NOC from the college/institution at the time of joining, failing which his/her candidature shall be canceled. (Format given in Annexure ‘C’ of the official notification).

Internship applications will be accepted ONLINE only from the 1st (00:00 hrs) to the 10th (23:59 hrs) of every month. No other mode of application will be accepted.
