The International Court of Justice (ICJ) invites applications for the 2020-2021 Judicial Fellows Programme.

About the Judicial Fellows Programme

The Judicial Fellows Programme was established to enable recent law graduates to gain experience working at the International Court of Justice in The Hague. Candidates are nominated and sponsored by their universities.

The aim of the programme is to improve participants’ understanding of international law and of the Court’s procedures by actively involving them in the work of the Court and allowing them to gain experience under the supervision of a judge. Each participant is assigned to one judge for a period of around ten months, from early September to June/July of the following year.

During this period, participants can expect to attend public hearings of the Court, research and write memorandums on legal questions or factual aspects of pending cases, and have some involvement in other aspects of the Court’s work, the particulars of which will depend on the Court’s docket and the working methods of the judge to whom they are assigned.

Work may also involve assisting the judge with conferences, speeches and other duties. Participants will work alongside an associate legal officer, who is the primary legal assistant of each judge and is employed by the United Nations for a period of two to four years.

The programme is highly selective. The Court accepts up to 15 participants a year, generally with no more than one from each nominating university. The Court looks in particular for candidates who have excellent results in their law studies and who have studied, published or worked in international law.

To be eligible, candidates should be 31 years of age or younger at the time the programme begins. This requirement may be waived in special circumstances. In making its selection, the Court seeks candidates of diverse nationalities.

The official languages of the Court are English and French, and participants must have excellent reading, writing and oral skills in at least one of these. A working knowledge of the second official language is an asset.

Each nominating university must agree to fund the stipend, health insurance and travel costs of its candidate, if selected. Although the Court does not stipulate the amount of the stipend to be paid, it should be sufficient to provide for a minimum standard of accommodation and subsistence in The Hague and should ensure that the selected candidate can benefit fully from his or her experience at the Court without the burden of financial hardship.

The fellowship is not a self-funded internship, and candidates without adequate financial support from their nominating university will not be eligible. The Court will facilitate visas, if necessary, and provide working facilities, but it cannot offer financial support.

How to apply

Click here for the online application form.

Universities which accept the above conditions and wish to nominate candidates to participate in the programme are invited to fill out the form below. Kindly note that only universities which respond in the affirmative to all of these questions will be eligible to participate in the programme and receive further application instructions. Candidates will be asked to submit the following application materials through their universities:

  1. Letter from the university agreeing to sponsor the candidate;
  2. Application form and summary table, filled in by the candidate;
  3. Two or three letters of reference;
  4. Official academic records of the candidate;
  5. One writing sample of no more than 15 pages.

The deadline for the submission of applications is 14 February 2020.

The Court is expected to reach its final decision in March or April 2020. Nominating universities will be notified accordingly.

he Open Society Justice Initiative and Hertie School of Governance invite applicants for the 2020 Summer School in Human Rights Litigation, to be held in Berlin from June 8 to 12.

The summer school provides a unique opportunity for human rights professionals to build on their experience and to develop their skills to successfully bring cases to the regional human rights systems and the UN treaty bodies, and to use those cases to achieve practical change. The curriculum will combine presentations, case studies, exercises, and discussion groups with preparatory work and further reading to ensure full maximum benefit for those attending the course. Participants will be invited to provide information on their work and those concrete examples will help shape the discussion.

Additional course information and instructions for applying can be found on the Hertie School’s application portal: here

The program is co-organised by the Hertie School’s Centre for Fundamental Rights

DATE: June 08 to June 12, 2020

Eligibility Criteria

Participants need to be practicing lawyers with some experience in human rights litigation and should ideally have two to five years of experience in human rights practice. Participants will be required to submit examples of cases and issues that they are or have been involved in. Instruction will be in English. Bursaries towards expenses, including travel, are available where the need can be demonstrated.

Purpose and Priorities

The course encourages participants to approach human rights litigation strategically, viewing litigating a human rights case as one step in the process of achieving social change. It includes modules that examine the steps involved in strategic litigation, such as case selection, client care, and forum choice. It also uses case studies to explore how to build a strong evidential record in support of the case, how to develop campaigning and advocacy to raise awareness of the issues involved, and how to implement a successful judgment. Other presentations will focus on the challenges of drafting legal petitions dealing with human rights claims and dealing with the ethical problems that arise in human rights cases.

The curriculum will cover a range of human rights tribunals, such as the African, Inter-American, and European regional bodies, as well as the most frequently used United Nations treaty bodies. The course will also allow participants to choose specialist seminars to examine key issues in their field; in past years, this has included torture and the right to life, discrimination, freedom of information and expression, violations in the context of migration, and rights upon arrest.

The summer school faculty consists of practitioners from the Justice Initiative and its human rights litigation partners, combining both an academic analysis and a practical assessment of different human rights situations faced by lawyers and activists around the world.

Guidelines

The deadline for applications is February 21, 2020. Additional course information and instructions for applications can be found via the online application module here.

When registering, please select “Human Rights Litigation Summer School 2020” understudy programme and upload the documents requested.
